The mission of the Finance Division is to provide competent and comprehensive financial services for City Administration to enable all departments to work in the best interests of our community. The division provides relevant, timely financial information to the public, decision makers and to City management. The Finance division is responsible for safeguarding the City's assets through appropriate controls.

  • Efficient allocation of investment portfolio to achieve safe yet competitive rates of return
  • Scheduling and managing cash inflows and outflows (for example, debt service payments and capital project reimbursements)
  • Management of operating cash, surplus balances, and restricted cash accounts

Debt Management

  • Accounting requirements per debt covenants
  • Ongoing management of the City's debt obligations
  • Parity requirements
  • Payment schedules
  • Reporting requirements to bondholders


  • Administration of City's purchasing policy, including coordination of bid/RFP processes
  • Approval of requisitions and purchase orders
  • Processing, reporting, analysis, and management of encumbrances
  • Supervision of employee purchasing card program

Human Resources Administration
