Finance
The mission of the Finance Division is to provide competent and comprehensive financial services for City Administration to enable all departments to work in the best interests of our community. The division provides relevant, timely financial information to the public, decision makers and to City management. The Finance division is responsible for safeguarding the City's assets through appropriate controls.

- Application of Governmental Accounting Standards Board (GASB) statements
- Coordination of annual financial audit
- Financial processes including accounts payable, accounts receivable, and payroll

- Development and management of internal controls
Operating & Capital Budgeting
- Grant management
- Preparation and management of the annual budget and Capital Improvement Plan (CIP)
- Project management
- Revenue and expenditure estimates and analysis
- Strategic financial planning to preserve the City's long-term financial position
Treasury & Investment Management
- Efficient allocation of investment portfolio to achieve safe yet competitive rates of return
- Scheduling and managing cash inflows and outflows (for example, debt service payments and capital project reimbursements)
- Management of operating cash, surplus balances, and restricted cash accounts
Debt Management
- Accounting requirements per debt covenants
- Ongoing management of the City's debt obligations
- Parity requirements
- Payment schedules
- Reporting requirements to bondholders
Procurement
- Administration of City's purchasing policy, including coordination of bid/RFP processes
- Approval of requisitions and purchase orders
- Processing, reporting, analysis, and management of encumbrances
- Supervision of employee purchasing card program
Human Resources Administration
- Benefits administration
- Compliance with all local, state, and federal labor and employment laws
- Employee relations
- Formulation and implementation of practices and policies
- Maintenance of City personnel files
- Orientation for new employees
- Training and development programs
